Administration in the Dodecanese, in Karpathos during the Turkish occupation<\/em><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong><em>By Manolis Cassotis<\/em><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On the upcoming municipal elections in Greece, it is considered timely to go back two centuries and see how local power was exercised in the Dodecanese, using Karpathos as example.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During the Turkish occupation, Karpathos was one of the privileged islands, in the sense that the imposed tax was \u201cmild\u201d, and the Turkish presence was minimal. Administratively, Karpathos was a separate kaza, which belonged to the Sanjak of Rhodes, which belonged to the Vilayet of the Archipelagos under Kapoudan Pasha. The Turkish sovereignty in Karpathos was represented by the respective Mudiris, who was subject to the Mutessarifis of Rhodes. Moudiris was the general representative of the Turkish authority in Karpathos, he knew Greek and many times he was not a Turk, like the Armenian Ohanes Ferit. The main mission of Mudiris was the collection and forwarding of taxes to their destination. He took care to maintain friendly relations with the locals, cooperated with the mayors, visited the villages frequently, and often participated in the administration of justice by the local courts to give greater authority to their decisions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The responsibility for the policing of Karpathos was held by the constable with the Greek-speaking Zaptiedes \u2013 mostly Turko-Cretans \u2013 who lived in Pigadia, but from time to time, when the circumstances demanded it, they visited the villages. The customs office was located at Pigadia, with agents at Diafani and Finiki for the collection of customs duties. The salt monopoly exploited the salt flats of Afiarti under the direction of a Karpathian on behalf of the Turkish monopoly. In Pigadia the tobacco monopoly operated, also under the direction of a Karpathian, although tobacco smuggling was widespread.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Moudiris and later Kadis, a Greek Turkish learner appointed by the Turkish Ministry of Justice, was the president of the civil appellate court. \u03a4he Sanjak appointed an investigator and a summoner, while the duties of the prosecutor were performed by the deputy constable of Karpathos.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong><em>Self-government<\/em><\/strong><em><\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">All other legislative, executive and judicial powers belonged to the local administration, as formed by the local society, after centuries of experience. Local administration operated based on unwritten customs and regulations and included: inheritance rights, dowry agreements, orphans, bonds, loans, bankruptcies and sales. The authority of the local administration was under the jurisdiction of the respective Metropolitan, the mayors and other elected representatives of the villages or of the entire island.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Each of the nine villages of Karpathos was a separate municipality, although, from time to time, some villages were united in a municipality or had common grazing boundaries for practical and economic reasons: Aperi with Volada, Menetes with Arkasa and Mesochori with Spoa. Olympos, the largest village, occupied a third of the area of Karpathos and Saria. Aperi was the political, spiritual and educational capital of the island, where the Turkish authorities, the Metropolitan, the spiritual and political courts and the school were based. In 1892, the Turkish authorities and civil courts were transferred to Pigadia, but Aperi continued to be the intellectual and educational capital of Karpathos. A few years later, Pigadia separated from Aperi and formed a separate municipality.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong><em>The Mayor<\/em><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The greatest authority in Karpathos had the Mayor of each village, who exercised his duties with the help of the other (usually two) provosts. The Mayor was responsible to the Turkish Administration to collect the government taxes from the citizens and deliver them to Moudiris. He also collected municipal taxes and the priestly grant, appointed teachers, \u201cdragates\u201d (who overseed herdsmen\u2019s grazing) and all other municipal officials. He oversaw municipal works: maintenance of roads and paths, maintenance of springs, construction and maintenance of fences and gates between agricultural and livestock areas. He judged petty disputes between his fellow villagers and imposed fines. Every year he participated in the General Assembly of March and together with the other mayors of the island ratified the decisions of the court.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong><em>Taxation<\/em><\/strong><em><\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Mayor of each village was responsible for the collection of taxes. The tax liability of Karpathos to the Turkish Government consisted of the estate tax, military aid and the salaries of the Mudiris and Zaptiedes. The property tax was distributed among the municipalities according to the population and the arable land contained in each municipality. The amount attributable to the municipality was divided among the families at a joint meeting of the taxpayers of the Municipality, on the same day as the election of the new aldermen.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition to government taxes, the Mayor also collected local ones, such as the Metropolitan\u2019s Priestly grant, herdsmen\u2019s grazing rights, and the compensation of the Mayor and provosts. Apart from direct taxation, every adult male was obliged to offer two days\u2019 work for the various works of the Municipality.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the General Assembly of the people, the \u201cnew list of the provost\u201d, with the tax obligations of the townspeople, was drawn up and signed by those present. The Mayor collected the taxes from the citizens in installments and he was responsible to the Turkish administration, to pay the entire amount in three installments. Many times, the mayors gave credit, to make it easier for the taxpayers, but several times it took years to collect what was owed, and sometimes he even lost it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As we see, the tax system was simple, it had four characteristics:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">1) Universality: all families paid equally the military tax, the Priestly grant and the Mayor\u2019s compensation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">2) Financial ability to pay: each landowner paid the estate tax according to his estate property and personal labor was offered by all adult males. The customs duty was paid by those who could afford the imported goods and the tobacco tax by those who wanted to enjoy the better quality of the monopoly.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">3) Usage of services: pastoralists paid a grazing fee to pay the field guards and farmers paid the kalukzias and bucols in kind.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">4) There was complete transparency: the property tax was decided among the taxpayers at a joint meeting of the people.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The mayor and the provosts appointed the agricultural guards who, among other things, were responsible for the repair of the fences that separated the agricultural from the livestock areas and the construction and maintenance of the \u201cmacellas\u201d through which the animals passed. The Municipal authority also appointed the animal keapers who took care of the \u201cparakera\u201d where the grazing of only cattle, donkeys and mules, was allowed. Also, at the time of harvest, the Municipal authority appointed the \u201ccalukzies\u201d who supervised the crops so that no one harvests another\u2019s crops, or the owner does not illegally harvest his own to avoid paying tax.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Municipal authority was responsible for the care and management of the water resources of each village. The running waters that passed through the villages and the \u00abmetochia\u00bb (agricultural settlements), in addition to domestic needs, were used for the movement of water mills and for watering the fruit and vegetable gardens and fields. The distribution of water was arranged by the Municipal authority and provided day and night, by the hour and according to the size of the garden and field.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong><em>Schools<\/em><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The first school founded in Karpathos was in the Monastery of Saint George in Vasses in 1806. Later, schools were established in all the villages of Karpathos under the responsibility of the Mayor and the \u201cEldermen\u201d. In addition, there was a middle school in Aperi which was subsidized by the Metropolis, and the monastery of Saint George.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong><em>Courts<\/em><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The first level civil court consisted of the Mayor and the \u201cEldermen\u201d of the village who tried the minor cases of their fellow villagers. The permanent appellate civil Court was elected every year, had three members with a secretary and tried the most serious political and criminal cases, under the presidency of Moudiris. Later the Court consisted of the president (Kadis), and two or three \u201cazades\u201d, who were elected by the eldermen. The Sanjak appointed an investigator and an usher, and the prosecutor\u2019s duties were performed by the deputy constable. The Court of Appeal, for civil and criminal cases, was the Assembly of the Mayors of Karpathos, which met every March.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The primary spiritual court consisted of the archpriestly commissioner appointed by the Metropolitan in each Municipality, who judged all family cases and disputes, issues of dowry, alimony, orphans, dissolution of engagement and inheritance. The last word, in these cases, had the higher spiritual court, which consisted of the Metropolitan and four clerics.
