Political Administration during British rule in the Dodecanese<\/strong><\/p>\n\n\n\n

Officially, on March 8, 1945, the British occupation of the Dodecanese began when the Germans signed in Symi the surrender of the Dodecanese to the Allies. But, for some islands, the British rule began earlier. In September 1943, after the capitulation of Italy, the Allies occupied Kastelorizo and Symi a year later. On October 4, 1944, the Germans left Karpathos, but the next day the Karpathians rebelled against the Italians left in their place and liberated the island which, on October 17, along with Kasos handed over to the Allies. On March 1, 1945, Hierolochites and Indians from Symi liberated Tilos.<\/p>\n\n\n\n

Although the hostilities continued, the British had to solve urgent problems facing the liberated islands: Food, clothing, medical care, policing, organization of services, execution of projects, communication, clearance of minefields, and creation of jobs for the local population. In Karpathos, the Australian Captain Charles J. Bonnington took over as civil affairs officer and the organization of the courts by Captain Wuting.<\/p>\n\n\n\n

Food supply<\/strong><\/strong><\/p>\n\n\n\n

When the war began the worker\u2019s daily wage was five Italian lire and the kilo of flour with the Speza (food ration) was sold for one lira per kilo, and when Italy capitulated the daily wage reached 50 lire, as a kilo of flour. When the Germans occupied Karpathos Speza was reduced to a minimum, and on the black-market barley reached 100 lire per kilo.<\/p>\n\n\n\n

On October 17, 1944, the British arriving in Karpathos brought 30 tons of humanitarian aid food and a month later they organized the distribution of food which included flour, vegetable fat and sugar. America sent free food to Alexandria from where the British brought it to Karpathos with the cargo ship Korytsa. Flour was available at five lire per kilo, to cover the costs of transport and distribution. At the same time the daily wage remained at 50 lire.<\/p>\n\n\n\n

UNRRA<\/strong><\/p>\n\n\n\n

The lack of clothing was solved by the United Nations charity organization UNRRA with used clothes and shoes in good condition, offered by the Americans. In Karpathos, the social department of UNRRA was taken over by the Australian Miss Mary Benxon. A shipment from a wealthy American neighborhood contained several furs, the poor robes worn by the Karpathians being covered with fur. In addition to used clothes, UNRRA also brought new clothes, even blankets.<\/p>\n\n\n\n

UNRRA also took care of the health care of the Karpathians by offering free medicines. The military medical unit in Pigadia offered free medical care to civilians. Also, the British sprayed with DDT to fight malaria.<\/p>\n\n\n\n

With UNRRA\u2019s money, the British carried out some development projects to give jobs to the local population. In Arkasa they built a concrete irrigation system to save water, and in Pigadia they started building a hospital, they didn\u2019t manage to finish, later on its foundations was built the primary school in Niochori. On a visit by Captain Bonnington and Miss Mary to a village, the mayor asked them, as an infrastructure project, to build the church bell tower. Miss Mary\u2019s comment was immediate: \u201cyou really need the bell tower, from up there you will see your village\u2019s problems\u201d<\/em>.<\/p>\n\n\n\n

Police<\/strong><\/p>\n\n\n\n

The organization of the police was undertaken in turn by inspectors MacDonald (Australian), Leonard Wolf and Haney. At first, they brought Greek Cypriot policemen, and after a short training they were replaced by Karpathians who became known as BMA\u2019s (British Military Administration), and they manned the police stations that existed during the Italian occupation. In southern Karpathos, they installed telephone wires along the roads connecting the police stations and a central coffee shop in the villages where was no police station. To transport messages from Pigadia to northern Karpathos, they hired Manolis Michael Kosmas who made the journey twice a week on foot.<\/p>\n\n\n\n

Schools<\/strong><\/p>\n\n\n\n

With the arrival of the British, the Greek schools closed by the Italians and reopened by the Germans began to function normally, and until the finances of the municipalities were settled, the British took over the teachers\u2019 payroll. In Pigadia, where there was no school building, the British granted Konaki, and because there was a shortage of Greek books they brought from Cyprus. English officials were present at school events and prizes were given to best students.<\/p>\n\n\n\n

Information<\/strong><\/p>\n\n\n\n

Because there were no private radios and people were interested of the course of the war, in the courtyard of John Fragos\u2019s cafe next to Vangelistra, the British placed a large map of Europe and with arrows marked the progress of the war against Germany. A newsletter was printed at Fokas\u2019 printing shop and the post office was opened with Logothetis Diakidis as its manager.<\/p>\n\n\n\n

The port<\/strong><\/p>\n\n\n\n

The British cleared the harbor from the mines and began operating it under Petty Officer Gerard Moss. They hired around 200 workers who unloaded the ships that could not dock, and with barges transported the supplies to the port, loaded on the trucks and unloaded them at their destinations.<\/p>\n\n\n\n

After the liberation of Rhodes, transport was done through Rhodes with two 250-ton cargo ships, \u201cKassos\u201d and \u201cSymi\u201d, with motorboats and caiques. Dodecanese caiques went to Piraeus, passing through channels through minefields opened by the Allies. Several Dodecanesians entered the service of allied cargo ships traveling to the Middle East at a satisfactory wage.<\/p>\n\n\n\n

Engineering<\/strong><\/strong><\/p>\n\n\n\n

For the maintenance of the cars left by the Germans and those brought by the British, they set up a workshop in Marigos Barca building (formerly Italian hospital) by Staff Sergeant Fredy Austin, Sergeant Ivor Ernest Cooke and Corporals Peter H. Richter and Karmeli and local mechanics, as Sergio Gatulli and chief mechanic Gatiani. They also installed a generator providing electricity to the Administration building. Also, under Corporal Richter they took over the operation of the barges in the port, where Manolis Patsourakis, Skevos Kavoukles and other Karpathians worked.<\/p>\n\n\n\n

Roads<\/strong><\/p>\n\n\n\n

The English took care the maintenance of the dirt roads built by the Italians, bringing back \u201cstratinos\u201d (road maintenance workers). The transport of passengers and goods was done by trucks bought by the Karpathians from the Germans and later brought from Rhodes, and by some taxis.<\/p>\n\n\n\n

Refugees<\/strong><\/strong><\/p>\n\n\n\n

The Dodecanese who suffered from lack of food were allowed by the Germans to go to Turkey, from where the British forwarded them to refugee camps in the Middle East. After the liberation of Karpathos, the English brought them to Karpathos and housed them in uninhabited houses, and soon after the technical service \u201c660 Artisan Works Company\u201d under Sergeant Tucker established a refugee camp in Afiarti for 4500 refugees, offering food, health care and used UNRRA\u2019s clothes. Italians also went to Turkey, who, apart from the lack of food, faced the disdain of the Germans. The British took them to Kasos where they created a refugee camp as well.<\/p>\n\n\n\n

Mine fields<\/strong><\/p>\n\n\n\n

After the withdrawal of the Germans, the security of the Karpathians was threatened by the Italian and mainly German minefields. On Pigadia\u2019s beach were 10,000 anti-tank mines and 12,000 on Makris Gialos in Afiarti. It took months for the Indian soldiers to clear 200 meters of Ammos beach. But after the liberation of Rhodes, the English brought from Rhodes German prisoners experts in clearing minefields and in a month, they cleared Pigadia\u2019s beach and then Makris Gialos\u2019.<\/p>\n\n\n\n

Elections<\/strong><\/strong><\/p>\n\n\n\n

The English kept the Podestas appointed by the Italians, except for the Italian Paolo Crocianti appointed by the Germans in Menetes-Arkasa replacing with the well-known patriot lawyer Giannis Giannakis, until the holding of mayoral elections.<\/p>\n\n\n\n

On the morning of the election Sunday, an English officer with his interpreter arrived at the village school, with the men gathered in the courtyard. The interpreter called them out in alphabetical order. If someone was absent, he went to the end of the line. As soon as the voting ended the counting began and the officer, through the interpreter, announced the results. The next day the elected mayor took office. The election lasted three Sundays, there were not enough officers to cover all the villages in one Sunday.<\/p>\n\n\n\n

Economy<\/strong><\/p>\n\n\n\n

The British took care of the economy of Karpathos which was plagued by unemployment. In addition to those who worked in the mentioned services, they hired another 100 workers, mostly Menediatians. With Vangelis Gerapetritis as foreman, they worked in Pigadia building warehouses and repairing roads for a daily wage of four shillings and sixpence, equivalent to 90 lire. In total the English employed around 500 with average monthly salary of around 2,500 lire, boosting the local economy by 1,250,000 lire a month, equivalent to 1,250 gold pounds.<\/p>\n\n\n\n

As soon as communication with America was established, thousands of dollars began to arrive which the Karpathians sent to support their families and pay loans they took during the war. Others returned to the island to live on their pension and savings, and others to find a bride and return to America. Also, the Karpathian Associations sent respectable amounts for public benefit projects. This money was spent on the island, stimulating the local economy, providing work for hundreds of Karpathians.<\/p>\n\n\n\n

Withdrawal<\/strong><\/p>\n\n\n\n

From the end of the war onwards, the British began to leave gradually and when, on March 31, 1947, they handed over the Dodecanese to Greece they left the islands in a better condition than they found them, and better than other regions of Greece and Europe.<\/p>\n\n\n\n
